The Mukhyamantri Udyami Yojana is Bihar's flagship industrial self-employment and micro-manufacturing promotion scheme. - Direct Grant (Subsidy): 50% of the project capital (up to ₹5,00,000) is paid as an outright non-repayable government grant.
- Soft Loan: The remaining 50% (up to ₹5,00,000) is provided as long-term capital repayable over 84 equal monthly installments following a 12-month initial moratorium period.
For female applicants, SC/ST entrepreneurs, and Extremely Backward Class (EBC) beneficiaries, the loan is 100% interest-free (0% interest). For general and backward class youth applying under the Yuva Udyami category, the loan carries a nominal interest charge of 1% simple interest per year.

Phase 2: Computerized Random Selection
Due to high application volumes, candidates are chosen through an automated, computerized lottery (randomization algorithm) supervised by the Industries Department committee. The full selection list is published openly on the official website.
Phase 3: Physical Verification and Entrepreneurship Training
Selected applicants attend their district District Industries Centre (DIC) for original document verification. Once approved, candidates undergo two weeks of intensive practical business training organized by state institutions, receiving a ₹25,000 training allowance.
Phase 4: Phased Fund Disbursement
Funds are credited in three structured milestones:
- Installment 1: Machinery advance and initial unit establishment.
- Installment 2: Delivery of manufacturing equipment verified by DIC site inspections.
- Installment 3: Working capital injection once the unit commences trial runs.
Detailed Project Report (DPR) Formulation and Commercial Formalities
Once selected in the computerized lottery, candidates must formulate a detailed project profile before funds can be released to their enterprise:
1. Quotations and Machinery Selection
Entrepreneurs must obtain at least two verified commercial quotations from registered machinery suppliers or original equipment manufacturers (OEMs). The quotation must include GST registration numbers, equipment technical specifications, power consumption ratings, and delivery timelines. The District Industries Centre inspects these quotations to ensure prices reflect genuine market rates.
2. Business Registration and Banking Setup
Funds cannot be disbursed into a personal savings account. Beneficiaries must complete three statutory registrations:
- Register their proprietorship or partnership enterprise on the central MSME Udyam portal (udyamregistration.gov.in) to generate an official Udyam Registration Number.
- Obtain a Goods and Services Tax Identification Number (GSTIN) if required for the manufacturing category or turnover threshold.
- Open a dedicated Current Account in the registered business name at any scheduled commercial or public sector bank in Bihar.
3. Industrial Site and Power Connection Load
The candidate must provide proof of workspace ownership or a registered lease agreement valid for at least three years. If the machinery requires three-phase electricity or elevated industrial power load, the applicant must present an electricity sanction letter or application acknowledgment from North Bihar Power Distribution Company Limited (NBPDCL) or South Bihar Power Distribution Company Limited (SBPDCL).
