Overview and Purpose of the Program
Palanhar Yojana is Rajasthan's community-based foster care initiative for orphaned and vulnerable children. Administered by the Social Justice and Empowerment Department, the scheme avoids institutionalizing children in orphanages by providing monthly financial support directly to close relatives, foster parents, or surviving single parents who raise them within a nurturing family setting. The program combines monthly cash allowances with an annual school-readiness grant. By conditioning payments on active enrollment in preschool or recognized schooling, the state ensures that children from families facing severe domestic crises receive continuous education, nutrition, and medical attention until they attain adulthood at 18 years.
Detailed Monthly Financial Benefits and Annual Grants
Financial support under Palanhar Yojana is divided into two distinct components based on the child's vulnerability category and age group:
1. Orphan Children Category
Children who have lost both biological parents receive the highest level of assistance:
- Age 0 to 6 Years: ₹1,500 per month per child.
- Age 6 to 18 Years: ₹2,500 per month per child upon admission to school.
2. Other Eligible Vulnerable Categories
Children belonging to other approved vulnerable classifications receive:
- Age 0 to 6 Years: ₹500 per month per child upon registration at an Anganwadi.
- Age 6 to 18 Years: ₹1,000 per month per child while continuously enrolled in school.
3. Annual Clothing and Stationery Allowance
In addition to the monthly allowance, each registered child receives a one-time annual grant of ₹2,000. This fund is released at the start of the academic year to purchase school uniforms, shoes, warm winter sweaters, textbooks, and stationery materials.
Qualifying Categories of Vulnerable Children
Palanhar Yojana covers children aged 0 to 18 years who belong to any of the following specific social circumstances:
- Orphan Children: Both mother and father are deceased.
- Children of Parents Serving Sentences: Children whose biological parents have been awarded capital punishment or life imprisonment by a court of law.
- Children of Widowed Mothers: Children whose mother has passed away or whose surviving widowed mother receives a state social security widow pension (eligible for up to three children).
- Children of Remarried Widowed Mothers: When a widowed mother remarries and the children remain in the care of relatives or the reconstructed household.
- Children of Parents Living with HIV / AIDS: Where one or both biological parents are registered with an Anti-Retroviral Therapy (ART) center.
- Children of Parents with Leprosy: Where parents are undergoing treatment or registered as leprosy-affected.
- Children of Parents with Severe Disabilities: Parents holding a certified benchmark disability of 100 percent (or severe physical disability preventing regular employment).
- Children of Silicosis Victims: Children whose parent is afflicted with silicosis disease certified by the Pneumoconiosis Medical Board.
- Children of Divorced or Abandoned Women: Where the biological mother is formally divorced or deserted and receives a state social security pension.
Eligibility Criteria for the Guardian (Palanhar)
The relative or individual taking custody of the child (termed the Palanhar) must satisfy the following conditions:
- State Residency: The Palanhar guardian must have resided continuously in Rajasthan for at least three years preceding the application.
- Income Ceiling: The total annual household income of the Palanhar guardian must not exceed ₹1,20,000 from all sources. This income cap is completely waived for guardians raising orphan children.

- Obtain a fresh Bonafide Study Certificate from the child's school principal certifying that the student has been promoted to the next class and is actively attending classes.

- Select the current academic session (such as 2026-2027) from the session dropdown menu.

Resolving Application Objections and Payment Holds
1. Payment Stopped Due to Pending Renewal
If payments stop after June, your annual school verification has lapsed. Visit an e-Mitra center immediately with the current class promotion certificate to restore active payment status.
2. Jan Aadhaar Name or Date of Birth Mismatch
If the child's school records differ from the Jan Aadhaar database, update your Jan Aadhaar family profile first at an e-Mitra kiosk before submitting the Palanhar claim.
3. Change of School or City
If the child transfers to a different school, obtain an updated bonafide certificate with the new school's UDISE code and submit a change-of-institution request on the SJMS portal.
