About the Scheme
Getting the first round of funding to build a prototype is the hardest part of building a startup. Banks won't give you a loan without collateral, and Venture Capitalists won't invest without seeing a working product. The Startup India Seed Fund Scheme (SISFS) solves this "valley of death" by providing early-stage financial assistance to startups for Proof of Concept, prototype development, product trials, and market entry.
Exact Funding Structure & Hidden Rules
The government does not give you the money directly. The funds are routed through government-empaneled incubators.
- ₹20 Lakh Grant: For building a prototype or proof of concept. This is equity-free, non-repayable money.
- ₹50 Lakh Debt: For scaling and commercialization. This is provided as a loan or convertible debenture.
- Milestone-Based (Hidden Rule): The incubator will not give you ₹20 Lakh on day one. The money is released in tranches (installments). You get the first chunk, build the prototype, prove you hit the milestone, and then the incubator releases the next chunk.
- Strict Utilization: You cannot use this money to rent a fancy office or buy permanent real estate. It must be used purely for R&D, prototype development, and market testing.
Eligibility Criteria (Strict Constraints)
- DPIIT Recognition: Your startup must be officially recognized by DPIIT (you need a DPIIT certificate).
- The 2-Year Rule: Your startup must not have been incorporated more than 2 years prior to the day you apply for the seed fund.
- Indian Ownership: At least 51% shareholding must be held by Indian promoters.
- Tech Element: Your core product, service, or business model must be technology-driven.
- Funding Limit: You must not have received more than ₹10 Lakh from any other central/state government scheme previously.
Exact Navigation Path: The Incubator Process
- Go to the portal: seedfund.startupindia.gov.in.
- Log in using your DPIIT Startup India credentials.
- You can apply to a maximum of three different incubators simultaneously. Choose incubators that specialize in your sector (e.g., if you are building an AgriTech startup, choose an agriculture-focused incubator).
- The Pitch: The incubator’s Seed Management Committee (SMC) will review your pitch deck. If shortlisted, you will be called to present your business plan.
- If approved, the incubator signs an agreement with you and begins milestone-based fund disbursement.
