About the Scheme

The Digital India Land Records Modernization Programme (DILRMP) is a Central Sector Scheme aimed at completely overhauling land administration in India. Historically, Indian land records were paper-based, fragmented, and "presumptive" (meaning the state didn't guarantee the title, leading to endless court disputes). DILRMP's ultimate goal is to move India to a "conclusive" titling system with title guarantees. To achieve this, the government is digitizing all Records of Rights (RoR), conducting drone/satellite surveys of land, and computerizing Sub-Registrar Offices. The flagship initiative of this program is Bhu-Aadhaar (ULPIN), which assigns a unique 14-digit alphanumeric ID to every single plot of land in the country, permanently linking spatial maps with ownership text.

Benefits & Financial Assistance

This is an administrative and governance scheme. It does not provide cash to citizens, but it secures their most valuable asset—their land:

  • Security of Title: Digitized, Aadhaar-linked land records drastically reduce the chances of property fraud, land grabbing, and benami transactions.
  • Easy Access to Credit: Banks can instantly verify digital land records (RoR) online. This means farmers can get crop loans and Kisan Credit Cards approved much faster, without running to the Patwari for paper certificates.
  • No Office Visits: Citizens in many states can now download legally valid, digitally signed land records from their home computers, eliminating bribes and wasted time at revenue offices.
  • Automatic Mutation: With Sub-Registrar offices integrated into the land database, buying or selling land triggers an automatic update (mutation) in the revenue records.

Eligibility Criteria

Who is covered:

  • Every single landowner in India (agricultural, rural, and urban) is covered under this program as their state government digitizes local records.
  • The implementation is handled by State Governments with 100% funding from the Central Government.

Documents Required (To view your records)

To check your digitized land records online, you generally need to know:

  • Bhu-Aadhaar / ULPIN (The 14-digit ID, if issued)
  • Location Details: District, Tehsil/Taluka, and Village name.
  • Plot Details: Khasra Number, Khatauni Number, or Survey Number.
  • Owner's Name (as registered).

How to Check Land Records Online

Because land is a State subject in India, there is no single central website for citizens to view land records. You must use your specific State Government's portal.

  1. Find Your State Portal: Search online for your state's land record website (e.g., Bhulekh in UP, Dharitree in Assam, Bhoomi in Karnataka, AnyRoR in Gujarat).
  2. Navigate to Record Search: Look for options like "View RoR", "Know your Khasra", or "Search by ULPIN / Bhu-Aadhaar".
  3. Enter Details: Select your District, Tehsil, and Village. Enter your Khasra number or the 14-digit ULPIN.
  4. View & Download: The digital Record of Rights will be displayed. Most states allow you to download a digitally signed PDF copy for a nominal fee (often ₹15 to ₹50).

Latest Updates (2026)

  • Scheme Extension: The DILRMP has been extended through 2025–26 with an ₹875 crore outlay to ensure total national coverage.
  • Bhu-Aadhaar Saturation: As of 2026, ULPIN (Bhu-Aadhaar) has been generated for roughly 66% of all agricultural land parcels, covering over 36 crore plots across 29 States and UTs.
  • DILRMP 3.0 & Revenue Courts: The newest phase focuses heavily on integrating Revenue Courts with the land record databases, meaning any legal stay order or dispute on a land parcel will immediately reflect on its digital RoR online.
  • Urban Expansion (NAKSHA): While DILRMP initially focused on rural agriculture land, pilot programs like NAKSHA are now expanding digital surveying and ULPIN mapping to complex urban habitations.
