About the Scheme
The Jal Jeevan Mission (JJM) is one of the most ambitious infrastructure projects in the world. Extended into its "2.0" framework until 2028, the goal is simple: no rural woman or child should ever have to walk miles to fetch drinking water.The mission funds the construction of village water tanks, pipeline networks, and individual home taps to ensure a steady, clean water supply.

JJM is not just a contractor-driven pipeline project. It is heavily dependent on community management.
- The 55 LPCD Rule: The government mandate is not just to install a tap. The tap must legally provide a minimum of 55 Litres Per Capita per Day (LPCD) of potable water of prescribed quality. If your tap runs dry, the village does not meet the "Har Ghar Jal" standard.
- The Paani Samiti (VWSC): The village water infrastructure is handed over to the Village Water and Sanitation Committee (VWSC). Hidden Rule:* Legally, at least 50% of the members of this committee MUST be women. If your Sarpanch creates an all-male committee to control the water funds, it violates JJM guidelines.
- The Community Contribution Clause: The government does not fund 100% of the in-village pipes. Villages are mandated to contribute 5% to 10% of the capital cost (either in cash or through physical labor/shramdaan) to foster a sense of "ownership" so the pipes aren't vandalized.
Grievance Redressal (What to do if the tap is dry)
If your village was declared "Har Ghar Jal" on paper, but your tap has no water:
- Do not complain to the state capital first. The infrastructure is legally owned by your Gram Panchayat / Paani Samiti. Hold a Gram Sabha meeting.
- The Paani Samiti collects monthly user charges precisely to fix broken pipes and motor pumps. Demand accountability from the committee.
- If the entire source has failed, use the national JJM Grievance Helpline at 1916.
