PM Garib Kalyan Anna Yojana

Originally launched as a pandemic relief measure, PMGKAY has now been integrated as the primary scheme under the National Food Security Act (NFSA), ensuring that over 80 crore Indians receive monthly food grains absolutely free of cost.

Under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), the Central Government provides 100% free foodgrains to more than 81 crore beneficiaries covered under the National Food Security Act (NFSA 2013). The central government bears the entire financial burden of food subsidies, transporting foodgrains via the Food Corporation of India (FCI) to state public distribution warehouses.

Beneficiaries pay zero rupees at Fair Price Shops (FPS) for their statutory quota of rice, wheat, and coarse grains, shielding economically vulnerable households from inflationary food price spikes.

The One Nation One Ration Card (ONORC) technology platform empowers migrant workers and daily wage laborers to collect their entitled foodgrains from any Fair Price Shop across India. Beneficiaries authenticate their identity through electronic Point of Sale (e-PoS) devices using biometric fingerprint or iris scanning.

The system also supports split transactions: a migrant worker residing in an industrial city can collect their individual share of 5 kg foodgrains locally, while their family members back in their home village collect the remaining household allocation from their local dealer.

To eradicate illegal grain diversion and under-weighing by rogue dealers, Fair Price Shops are equipped with e-PoS devices electronically paired with digital weighing scales. The dispensing mechanism registers transaction completion only when the exact physical weight matches the authorized ration allotment on screen.

Transaction data uploads instantaneously to the national Annavitran portal, allowing state food commissioners and district collectors to detect inventory anomalies and resolve dealer shortages in real time.

To combat widespread nutritional deficiencies among low-income populations, the central government has integrated Fortified Rice Kernels (FRK) into all PDS supply chains under PMGKAY. Milled rice is blended with micronutrient kernels enriched with Iron, Folic Acid, and Vitamin B12 at a precise 1:100 ratio.

This fortified grain distribution targets iron-deficiency anemia among women and young children without altering the culinary taste, cooking method, or texture of the daily diet.

The continuous operation of PMGKAY is guaranteed through strategic national grain reserves managed by the Food Corporation of India (FCI) and Central Warehousing Corporation (CWC). Silo storage facilities and scientific fumigation preserve grain stocks against moisture and pest infestations.

Statutory buffer stock norms mandate maintaining at least three months of operational reserves at regional depot hubs to ensure uninterrupted supplies during natural disasters or transport strikes.
